Investing in the Manufacturing Sector

Sector Overview

Manufacturing for Export is considered a key sector, generating over 25% of National Industrial Exports. Significantly, over 61% of National Industrial Exports (excluding the apparel sector) are contributed by export oriented manufacturing projects operating under the BOI. Presently over 33% of total exports through BOI entities is contributed by the Manufacturing Sector (excluding the apparel sector).

These numbers provide a compelling argument to encourage investment in the Manufacturing Sector, which has resulted in the Government identifying a wide range of targeted industrial sub-sectors to be promoted through the BOI, with the aim of driving aggressive economic development.

Accordingly, new policy guidelines are in place to promote the Manufacturing Sector in three different segments:

  1. Export oriented sector: To manufacture and export non-traditional goods, generating foreign exchange earnings, employment, local value addition and enhancement of industrial base. Customs Duty exemptions will be granted for all export oriented capital items and all other required items.Under this category, projects to manufacture and export all non-traditional products other than black tea in bulk, crepe rubber, sheet rubber, scrap rubber, coconut oil, desiccated coconut (with the exception of desiccated coconut manufactured using continuous scale automated process technology and marketed with a quality guarantee) copra, fresh coconuts, coconut fiber will be promoted.
  2. Local market oriented sector: An import substitution strategy whereby certain concessions are granted to encourage local manufacturing of products that would be otherwise imported. Customs Duty exemptions will be granted for capital goods and construction items during the project implementation period.The following products have been identified under this category and such products are permitted to be supplied to both local and export markets.

    • Cosmetics
    • Edible products manufactured out of cultivated agricultural produce
    • Construction materials
    • Electrical and Electronic products
